TORONTO — Canadian police made the first arrests Friday in the shooting death of Sikh separatist leader Hardeep Singh Nijjar last year outside a gurdwara in British Columbia, according to a Canadian official familiar with the matter.The official, who spoke on the condition of anonymity to discuss a sensitive law enforcement matter, said the three men who were arrested are Indian Canadians who are believed to be part of an organized crime network that is acting on behalf of the Indian government and its intelligence apparatus.
